Prioritization Frameworks is a reference skill from Pawel Huryn's pm-skills collection (publisher phuryn, MIT licence). It gives the agent the formulas and when-to-use guidance for nine methods: the Eisenhower Matrix, Impact vs Effort, Risk vs Reward, Dan Olsen's Opportunity Score, the Kano Model, a Weighted Decision Matrix, ICE, RICE and MoSCoW. Its core principle is to prioritize problems (opportunities) rather than features, and it recommends Opportunity Score, Importance x (1 - Satisfaction) on a normalized 0-1 scale, for customer problems, with ICE and RICE for ranking ideas and initiatives.

Use it when you are choosing a prioritization method, comparing RICE against ICE, or want the agent to score a backlog with a stated formula instead of gut feel. It is a reference guide, not a workflow: it does not pull your backlog from a tracker, run customer surveys or decide for you. It also flags limits, such as Kano being for understanding expectations rather than ranking, and MoSCoW's project-management origins.
