It first verifies the app is Rails (Gemfile, config/application.rb, config/environment.rb), reads the exact installed version from Gemfile.lock, and uses the GitHub CLI to find the latest Rails release. It classifies the jump as patch, minor or major, fetches the official Rails upgrading guide and the railsdiff.org diff between the two versions, and checks Rails-related JavaScript packages such as Turbo and Stimulus. It then produces an upgrade summary and a plan.
The central idea is a selective file update that replaces rails app:update. The skill tells the agent not to run that command because it overwrites files, and instead to detect local customizations with git, sort each changed file into new, unchanged, customized or comment-only, and merge only what is safe, before finalizing framework defaults.
